Neo, being a "military man" has an aura of discipline and and a tough exterior. It may be a bit extreme for a teen, which is why he had some friends break him out of the tough-guy mold and had him loosen up a bit. That doesn't mean he strayed from his military life, though he does act more like a teen than a soldier.
As said above, Neo is more relaxed and is having fun when he can. He can be a person you can find sitting back and relaxing, though in some aspects he fails. He takes the context out of jokes such as the chicken crossing the road, only to say "Whose the dummy to let out the chicken?" He is a bit of a stiff, finding teenage things a bit of a challenge (asking girls out, etc). Not only that, but he is a dramatic and escalates things worse than it is supposed to be. Not only that, but he is oblivious about certain things, one being the fact that there's a hat on his head (he probably has it on too much?).
Neo is generally a nice guy to those who doesn't take themselves seriously. One thing that he cannot stand are stuck up Britannians, though he isn't too fond on Britannians in the first place. However, if someone needs something as some change for food or is in a life-threatening situation, Neo can put his hatred aside. Neo is a person to easily piss off, though Neo has never been pushed before; not even when there was a gun in his face.
Though, when it's time to get serious and battle, Neo is an expert and a natural born leader. He can follow orders and dish them out without second guess and using his smarts it would take him a minute or two to come up with a plan. He rushes in and tries to finish a mission, usually placing his life for another life. He can be portrayed as a hero by the men and women he's saving, an obstacle to his enemies, and just a guy with a gun to Neo himself.
Mind you, having a huge responsibility placed on him makes certain attributes an obstacle for Neo. Neo is a bit childish and when a plan doesn't go the right way or an order isn't followed correctly, Neo can get mad and start barking insults and curses. He is a relaxed person, though everyone has the time when the relapse and snap. Neo is definatly no different.
APPEARANCE, Neo is a cute looking teen with a gentle face, long hair, a short mouth and a body to compliment all soldiers. Neo is 5'6 and weighs 175lbs, a quarter of it being muscle.
Starting off with Neo's face and starting with the top, his hair. His military standard jetblack hair is one of his most noticable features, that is when it's one of those rare times that he doesn't wear a hat. Other than that, his Fedora can hide much of his hair. He has a very short mouth which is either in a smirk, a frown, but more often twisted to the side.
Neo's clothing style consists of regular attire. His trademark Fedora hat stays on top of his head, never to be taken off. Followed by a short layer of clothes which consists of a black tank top, a red T-shirt and followed by a black leather jacket. Neo chooses between cargo pants, cargo shorts, or regular jeans followed by sneakers. Like said before, he doesn't dress fancy.PERSONAL ITEMS,
The most significant item worn by Neo is his pinstripe fedora hat. Nothing is special about it and it has no special history, which is one reason Neo has an amazing amount of the hats at his house. The range from all colors, the most common ones being pinstripe black/white or white/black. Neo has been known to be in shoot-outs, only to be spotted by his hat but somehow always manages to keep it on his head.
He also keeps a tazer in his jacket pocket.

Neo, being trained in military-enforced environment, he uses military enforced moves. This usually consists of take-downs with restraining/submission moves, so he would have little trouble in over-powering a grown man. He is frequently learning martial arts, Judo to be exact. He has a short wingspan of kicking, though his kicking force is half the strength of his fists. Upon taking Judo, he knows all of the pressure points on a human. Needless to say, both his feet and his strength are lethal weapons.
STRENGTHS,
Courage: Neo has been in the worst situations where survival seemed to be close to impossible, still he has made it out with keeping a cool head and a determined state of mind. It's true that Neo, like all men, fear something but if his fears get in the way of his mission, he will display military courage and ignore (only to freak out after the mission is done).
Marksman: For Neo's age and rank, his skill with a gun is amazingly surprising. He cannot use a sniper rifle and one thing that he is reluctant to do is shoot to kill, however if measured by a scale of 1-10, Neo is a 7. His knowledge about guns is amazing, as he can pinpoint the type of gun used by an enemy after he catches a good glimpse of it. Neo's gunslinging skills are like a fine wine; it only gets better with age.
Street smarts: Though the battlefield isn't exactly a street, it is like an avenue to Neo. Using USA military tatics, he can do things from surviving in the most dangerous places, finding resources and rationing it, stealth in the most vacant places in the brightest of places, etc.
WEAKNESSES,
Pilot: Neo is a horrible pilot, which is one reason why he refuses to pilot a knightmare and is against driving cars. He can drive a motorcycle but takes many dramatic precautions whilst driving.
Ill-tempered: Neo's temper is short and childish, with him getting mad at little things and because of this, he will make rash decisions (EX: If he sees someone getting jumped, he will jump in without measuring the odds)
Dramaticly over-aggressive: Neo is quick to pull a gun out or during a fight, he will continously fight the opponent if he is mad enough.

Neo was born in Japan, until his parents with their vast amount of money, decided to move to Britannia to live in luxury. His mother and his father were Japanese and when they moved to Britannia and stayed for some years, their luck decreased along with their finances. Still, they tried to make it work until Neo's father lost his job and resulted into gambling and a hope for their luck to change. Unfortunately, that wasn't the case as even more misfortune was befalling on the Jones family because his father seemed to lose every bet he would gamble.
As they were on the verge of being evicted, they knew they couldn't raise young Neo on the streets so they pulled the desperation card and went to loan sharks and borrowed a heafty amount of money that even they knew that they weren't able to pay back. So, taking some money out they brought three plane tickets to Japan in case they needed to make a quick get-away. They lived comfortably, little by little getting their money and luck up and paying off their dues. Neo was getting older, about the age of three, when the unthinkable happened. The loan sharks that they borrowed money from had a shoot-out and was calling loans on everybody!
Neo and his parents couldn't understand what was going on and, without haste, they evaded the gang's clutch and ran away to Tokyo, Japan. Unfortunately, the sharks had connections surprisingly there and had Neo's parents killed, leaving the young four year old Neo an orphan and in the care of a local orphanage. A visiting Chinese police officer and his wife went to Neo's orphanage, looking to adopt a child whilst they were staying in Japan. That's when the officer came to meet Neo.
Instead of taking Neo, he had the Chinese embassy take Neo to China and they placed him in the care of a large family with a military father and under military rules. Neo grew up with five siblings (two older brothers, three older sisters) who were a couple years older than him. While they had different aspirations that fit their personalities, Neo followed under his father and started to amaze him with his discipline, strength, and will. He saw potential in Neo and sent him to a military school to hone his skills to be a Chinese soldier. Neo graduated early at the age of fifteen and was evaluated by China's special OPS, meant to help protect China if the Britannians should try and invade them. They had a special place for Neo in the military, and he had a shot to become a private before he became 20.
Then Japan was under attack by Britannia. In China, many people just sat back and watched, some fought, but Neo wanted to help, but was assured by his father that everything would turn out for the best. Neo did his daily chores that day and came across his file and saw that he stayed in Japan for a while and he was actually Japanese, so that gave him much reason to go. Neo took half of his father's bank account, spent some on money and traveled across the world to Japan. His father was enraged but, he wished Neo the best as he knew that Neo would fight to bring order and justice in the oppressed country; his oppressed country. This is when he became a member of the black demons and based on his amazing leadership, he became a lieutenant.
Neo had the skill, the know-how, the strength, and the will to bring Japan out of the darkness and crumble the Britannian empire. Neo's father knew that he wouldn't be China's best solider, he would be the world's best soldier.
